Detroit is the largest and most populous city in the U.S. state of Michigan, the largest U.S. city on the United States–Canada border, and the seat of Wayne County. The metropolitan area, known as Metro Detroit, is home to 4.3 million people, making it the second-largest in the Midwest after the Chicago metropolitan area. Regarded as a major cultural center, Detroit is known for its contributions to music and as a repository for art, architecture and design.

City governments are chartered by states, and their charters detail the objectives and powers of the municipal government. But in many respects, the cities function independently of the states. City governments provide many services to their citizens like continuing organization, the authority to undertake public activities, the ability to enter into contracts and the ability to collect taxes and determine a budget. In the council-manager form of government, the city council members are elected by the citizens. The members can be elected by districts, at large or in some combination of the two. The city council adopts and amends local ordinances within the boundaries of state law and the city’s founding document usually called the city charter. Most have some kind of central council, elected by the voters, and an executive officer, assisted by various department heads, to manage the city's affairs.
