Job Description

Provides day-to-day personnel staffing services for a broad range of administrative, technical, and clerical positions, GS-2 through GS-15 for Office of Cuba Broadcasting (OCB). Plans and coordinates recruiting efforts and advises managers of alternative hiring mechanisms to ensure staffing goals are met. Analyzes positions to establish the skill, experience, and training required for effective work performance. Identifies sources of candidates through operation of merit promotion plans, external recruitment sources, application of qualification standards. Develops and implements various workforce-shaping initiatives, such as use of time-limited promotions, details, hiring freezes and restrictions, attrition-enhancing tools (early-outs, external outplacement, etc.).
