Job Description

We are seeking a highly skilled and motivated individual to join our team as a Human Resources Specialist - Employment Officer at the State of Illinois.   1. Develop and implement effective recruiting strategies to attract top talent to the organization.
  2. Manage the entire recruitment process, including job postings, reviewing resumes, conducting interviews, and making job offers.
  3. Collaborate with hiring managers to identify staffing needs and develop job descriptions that accurately reflect the requirements of each position.
  4. Conduct thorough background checks and reference checks on potential candidates to ensure a high level of integrity within the organization.
  5. Stay up-to-date on all employment laws and regulations to ensure compliance with state and federal guidelines.
  6. Facilitate new employee onboarding and orientation, including processing necessary paperwork and conducting training sessions on company policies and procedures.
  7. Develop and maintain relationships with colleges, universities, and other organizations to attract a diverse pool of candidates.
  8. Provide guidance and support to hiring managers throughout the recruitment process, including training on interviewing techniques and best practices.
  9. Monitor and analyze recruitment metrics to identify areas for improvement and make recommendations for enhancing the hiring process.
  10. Develop and maintain a positive employer brand by promoting the organization as an employer of choice.
  11. Act as a liaison between employees and management to address any employee relations issues and ensure a fair and inclusive work environment.
  12. Assist in the development and implementation of employee retention strategies to reduce turnover and increase employee satisfaction.
  13. Maintain accurate and up-to-date employee records and documentation in compliance with state and federal laws.
  14. Conduct exit interviews and analyze data to identify trends and make recommendations for improving employee retention.
  15. Support the overall goals and objectives of the human resources department and actively participate in team meetings and initiatives.

Job Qualifications
  • Bachelor's Degree In Human Resources, Business Administration, Or A Related Field.

  • Knowledge Of State And Federal Employment Laws And Regulations.

  • At Least 3-5 Years Of Experience In Human Resources, Preferably In Employment And Recruitment.

  • Strong Communication And Interpersonal Skills, With The Ability To Effectively Collaborate With Diverse Teams.

  • Experience With Hris And Recruitment Software, As Well As Proficiency In Microsoft Office.
