Job Description

  1. Enforce and educate on state and federal regulations for commercial motor carriers.
  2. Conduct audits and inspections to ensure compliance with transportation laws and regulations.
  3. Identify and investigate potential violations of transportation regulations.
  4. Communicate effectively with motor carriers and other stakeholders to provide guidance and clarification on regulations.
  5. Develop and implement safety programs to promote safe and compliant transportation practices.
  6. Keep abreast of current transportation laws and regulations and provide updates and recommendations to improve safety measures.
  7. Collaborate with other agencies and departments to coordinate enforcement efforts and share information.
  8. Maintain accurate and detailed records of inspections, investigations, and enforcement actions.
  9. Provide training and education to motor carriers and other stakeholders on transportation regulations and safe practices.
  10. Identify and report potential safety hazards and make recommendations for corrective actions.
  11. Participate in meetings and conferences related to transportation safety.
  12. Represent the State of Hawaii in legal proceedings related to transportation violations.
  13. Continuously monitor and assess the effectiveness of transportation safety programs and make necessary improvements.
  14. Serve as a positive and professional representative of the State of Hawaii in all interactions.
  15. Perform other duties and responsibilities as assigned by supervisors.

Job Qualifications
  • Knowledge Of State And Federal Regulations: A Motor Carrier Safety Officer Should Possess A Thorough Understanding Of The State And Federal Regulations Pertaining To Motor Carrier And Commercial Vehicle Safety. This Includes Knowledge Of The Federal Motor Carrier Safety Regulations (Fmcsrs), Hazardous Materials Regulations (Hmrs), And State Transportation Laws.

  • Experience In Motor Carrier Safety: The Ideal Candidate For This Role Should Have Previous Experience In Motor Carrier Safety, Preferably In A Law Enforcement Or Regulatory Capacity. This Experience Should Include Conducting Safety Inspections, Investigations, And Enforcement Actions Related To Commercial Vehicles And Motor Carriers.

  • Excellent Communication Skills: Effective Communication Is Crucial For A Motor Carrier Safety Officer To Effectively Interact With Motor Carriers, Drivers, And Other Stakeholders. This Includes The Ability To Clearly Explain Regulations And Enforcement Actions, As Well As The Ability To Diffuse Potentially Confrontational Situations.

  • Attention To Detail: Motor Carrier Safety Is A Highly Regulated Industry, And It Is Essential That A Motor Carrier Safety Officer Possess A Strong Attention To Detail. This Includes The Ability To Accurately Document Inspection And Enforcement Activities, As Well As Identify Potential Safety Violations.

  • Physical Fitness: The Role Of A Motor Carrier Safety Officer May Require Physical Activity, Such As Conducting Vehicle Inspections And Climbing In And Out Of Commercial Vehicles. Therefore, Candidates Should Possess A Level Of Physical Fitness That Enables Them To Perform These Tasks Safely And Efficiently.
