Capital Program Lead (Strategic Advisor)

- Develop and implement strategic plans for the city's major capital projects, ensuring alignment with the city's overall goals and objectives.
- Oversee the planning, development, and execution of capital projects from conception to completion, ensuring they are delivered on time, within budget, and to the desired quality standards.
- Collaborate with city departments and external stakeholders to identify project needs, objectives, and requirements, and incorporate their input into project plans.
- Provide expert guidance and advice to project teams, city leadership, and stakeholders on complex capital project issues, potential risks, and mitigation strategies.
- Monitor project progress and performance, identifying and addressing any potential issues or delays to ensure timely and successful project delivery.
- Develop and maintain relationships with external partners, including contractors, consultants, and vendors, to ensure effective and efficient project delivery.
- Lead and motivate project teams, providing direction, support, and guidance to ensure high-quality work and the achievement of project goals.
- Review and approve project budgets, schedules, and deliverables, ensuring they align with project goals and city standards.
- Keep up-to-date with industry trends and best practices in capital program management, and incorporate them into project planning and execution.
- Represent the city in public meetings and forums, communicating project updates and progress to stakeholders and addressing any concerns or issues.
- Ensure compliance with all relevant laws, regulations, and policies related to capital projects, including environmental and safety standards.
Bachelor's Degree In Urban Planning, Business Administration, Public Administration, Finance, Or A Related Field.
Minimum Of 7 Years Of Experience In Project Management, Preferably In The Public Sector, With A Focus On Capital Programs.
Proven Track Record Of Successfully Leading And Managing Complex Capital Projects, Including Budgeting, Procurement, And Contract Management.
Strong Analytical Skills And Ability To Provide Strategic Advice And Recommendations For Capital Program Planning And Implementation.
Excellent Communication And Interpersonal Skills, With The Ability To Collaborate And Build Relationships With Internal And External Stakeholders, Including Community Groups And Government Agencies.
