Job Description

Are you a skilled negotiator with a passion for promoting responsible spending? The City of Portland, Oregon is seeking a highly qualified City Procurement Officer to join our team. As the City Procurement Officer, you will be responsible for overseeing all procurement activities and contracts for the city, ensuring compliance with state and federal laws, and promoting ethical and sustainable purchasing practices. We are seeking a candidate with strong analytical and communication skills, as well as a proven track record of successfully managing complex procurement processes.   1. Oversee all procurement activities for the city, including but not limited to bidding, contracting, and purchasing.
  2. Ensure compliance with state and federal laws and regulations related to procurement.
  3. Develop and implement policies and procedures to promote ethical and sustainable purchasing practices.
  4. Monitor and evaluate the performance of current contracts and identify opportunities for improvement or cost savings.
  5. Collaborate with various city departments and stakeholders to understand their procurement needs and develop effective strategies to meet those needs.
  6. Conduct market research and analysis to identify potential vendors and negotiate contracts.
  7. Manage and maintain an up-to-date database of vendors and contracts.
  8. Train and educate city employees on procurement processes and procedures.
  9. Review and approve all procurement documents to ensure accuracy and adherence to policies and regulations.
  10. Communicate with vendors to resolve any issues or disputes that may arise in the procurement process.
  11. Stay current on industry trends and best practices in procurement and make recommendations for process improvements.
  12. Prepare and present reports on procurement activities and expenditures to city leadership.
  13. Uphold a culture of transparency and accountability in all procurement activities.
  14. Represent the city in procurement-related meetings, conferences, and events.
  15. Ensure timely and efficient processing of all procurement requests.
  16. Collaborate with the legal department to review and approve contracts.
  17. Maintain accurate and organized records of all procurement activities.
  18. Manage and supervise a team of procurement staff.
  19. Handle any other duties and responsibilities related to procurement as assigned by city leadership.

Job Qualifications
  • Bachelor's Degree In Business Administration, Public Administration, Or A Related Field.

  • At Least 3 Years Of Experience In Purchasing Or Procurement, Preferably In A Government Agency.

  • Knowledge Of Federal, State, And Local Procurement Laws, Regulations, And Procedures.

  • Strong Analytical And Negotiation Skills.

  • Excellent Communication And Interpersonal Skills, With The Ability To Work With A Diverse Group Of Stakeholders.
