As a key member of our Human Resources department, you will play a crucial role in representing the state in labor negotiations and resolving employee relations issues.   1. Serve as the primary point of contact for all labor relations matters within the State of California.
  2. Represent the state in labor negotiations with various employee unions, ensuring fair and productive working relationships are established and maintained.
  3. Stay up-to-date on all relevant labor laws, regulations, and policies, and advise management on their implications for employee relations.
  4. Provide guidance and support to department managers and supervisors on employee relations issues, including disciplinary actions, grievances, and complaints.
  5. Conduct thorough investigations into employee complaints and disputes, and recommend appropriate resolutions.
  6. Collaborate with other departments, legal counsel, and external stakeholders to develop and implement effective labor relations strategies.
  7. Serve as a mediator and facilitator in labor disputes, working towards mutually beneficial solutions for all parties involved.
  8. Develop and maintain positive relationships with employee unions, representing the state's interests while promoting a fair and productive working environment.
  9. Educate employees and managers on labor laws, regulations, and policies to ensure compliance and mitigate potential conflicts.
  10. Keep accurate records and documentation of all labor relations activities and outcomes, ensuring confidentiality and adherence to legal requirements.
  11. Monitor and analyze employee relations trends and recommend proactive measures to improve working relationships and prevent conflicts.
  12. Act as a liaison between the state and external agencies, such as the Department of Labor and the Equal Employment Opportunity Commission.
  13. Conduct training and workshops for managers and employees on topics related to labor relations, promoting a culture of fairness, respect, and inclusivity in the workplace.
  14. Continuously evaluate and improve labor relations processes and procedures to ensure efficiency and effectiveness.
  15. Stay informed on best practices and industry trends in labor relations and make recommendations for improvement to management.

Job Qualifications
  • Bachelor's Degree In Human Resources, Labor Relations, Or A Related Field.

  • Minimum Of 3-5 Years Of Experience In Labor Relations, Preferably In A Government Setting.

  • Knowledge Of Federal And State Labor Laws And Regulations.

  • Strong Negotiation And Conflict Resolution Skills.

  • Excellent Communication And Interpersonal Skills, With The Ability To Work With A Diverse Group Of Stakeholders.
