Penn State

o Prepare, review, and provide oversight of designs, construction management, and contract administration
o Write technical Statements of Work for facility renovation and construction projects
o Produce and review Internal Government Estimates for proposed facility projects
o Evaluate Contractors proposals and provide rating based on technical capabilities and best value
o Participate in project status meetings while keeping the customer as a top priority

o Meet with center officials to gather pertinent information related to program requirements that lead to the preparation of specifications, purchase descriptions, designs, and development of plans and layouts for construction of new buildings, as well as, renovations and remodeling of existing structures

General Engineer

o Adjunct Faculty Instructor for the following courses: AutoCAD I, AutoCAD II, SolidWorks, Revit (BIM), Construction Schedule, Site Management, and Architectural Drawing & Design

Adjunct Professor

o Directly supervised 6 subordinate Supervisory Engineering Technicians as follows: HVAC / Controls Supervisor, Electrical / Structures Supervisor, Plumbing / Millwright Supervisor, Current and Future Facility Projects Lead, Quality Assurance Specialist, and Administrative Engineer
o Produced Return on Investment proposals in support of facility projects (example: Organic Chilled Water V. CUP Chilled Water) and presented to higher authorities for approval
o Prepared and participated in preparation of engineering design specifications for facility project designs
o Wrote detailed instructions for the Emergency Management Plan and participated in Emergency Drills and preparations
o Reviewed and validated engineering studies / investigations and design submissions by reviewing and providing comments
o Served as the COR for the Demand Maintenance Contract (project priority, assignment, and budget tracking)
o Utilized the Building Automation System for all buildings, to include control of critical laboratories

o Coordinated facility projects with all departments to include The Command and Staff, Responsible Official, Accounting, Logistics, Real Property, Animal Husbandry, Security (physical and personnel), Industrial Safety, Biomedical Safety, and Scientific Staff.                                                        
o Presented project proposals to The Fort Detrick Real Property Planning Board for approval in accordance with the Master Plan

o Managed and prepared design specifications for facilities projects (Technical Project Manager)

Mechanical Engineer

o Managed and directed 18 Engineers for New Product Development and Research                  
o Assigned tasks based on technical skills and time constraints to efficiently complete projects                          
 o Recruited new talent by representing the Company at University job fairs                                 
o Conducted interviews for position candidates

Manager of Engineering

o Utilized knowledge of multiple engineering disciplines to determine repair, maintenance, and upgrades to building and utility system components for new construction, renovation, and modernization for biomedical facility projects
o Performed new construction, renovation, and modification project planning functions such as site investigations and inspections, budgetary cost estimates for materials and labor, project conception, cost estimating, writing scopes of work, life cycle cost/return on investment analysis to justify projects, presented projects to The Fort Detrick Real Property Planning Board and higher-level stakeholders for acceptance, and participated in feasibility studies
o Evaluated and rated Contractor’s proposals based on 1) Cost Proposals and Price Related Factors, 2) Technical/Management Approach (Including Risk Management/Minimization), and 3) Past Experience by use of Form PL107-107, Section 803, Fair Opportunity, Evaluation of Contractor Proposals
o Performed complex calculations using engineering methods and techniques of mechanical systems design while taking into consideration other mechanical and electrical systems and the effects each system will have on the other

Engineering Technician (Mechanical)

Kyle Hess

Mr. Hess has worked as a valuable part-time faculty member in Frederick Community College's Construction & Applied Technologies Institute since 2018.  He is the lynchpin for our Computer Aided Design degree, teaching critical software classes like AutoCAD and Solidworks.  He also has taught Architectural Drawing & Design and Site Management.  He was willing to step up and support the program by teaching additional sections in 2023 and 2024.  We appreciate his timely communication, rapport with students, and dependability.

Molly Carlson

Kyle began his career as a Sr. Engineer and moved into a team lead role within a few years due to his organizational skills and engineering knowledge of the product.  When this manager accepted new responsibilities, Kyle was promoted to the manager role and seamlessly transitioned his counterparts into direct reports.  Although our reporting relationship remained, Kyle’s responsibilities increased significantly due to my travel schedule which was frequently outside of the local time zone.  This specifically meant that Kyle would frequently have to make unilateral decisions on urgent Structures Team matters.  Still, Kyle and the team performed well and met my expectations.

Finally, it’s worth mentioning that Kyle has a great personality which greatly facilitates interactions with his colleagues and outside customers.  We were sad to see him leave us but happy he was growing his career.
