  1. Develop and implement policies and procedures for special investigations and training programs within the Oakland Police Department.
  2. Lead and direct a team of investigators and trainers to ensure effective and efficient operations.
  3. Conduct thorough and impartial investigations into complaints and allegations of misconduct within the department.
  4. Collaborate with internal and external stakeholders, including community groups and other law enforcement agencies, to promote transparency and build public trust.
  5. Stay current on relevant laws, regulations, and best practices in law enforcement to inform and improve investigation and training processes.
  6. Monitor and evaluate the department's compliance with local, state, and federal laws and regulations.
  7. Provide guidance and training to department personnel on ethical and professional standards, use of force, and other relevant topics.
  8. Develop and maintain relationships with community members and organizations to foster a positive and collaborative working relationship.
  9. Prepare accurate and timely reports on investigations, training programs, and other relevant activities for department leadership and other stakeholders.
  10. Serve as a representative for the department and the CPRA in various meetings, forums, and events related to law enforcement and community relations.
  11. Ensure the confidentiality and integrity of all investigations and training materials.
  12. Continuously assess and improve the effectiveness of special investigations and training programs to promote accountability and excellence within the department.
  13. Provide mentorship and professional development opportunities for team members to enhance their skills and capabilities.
  14. Uphold the values and mission of the City of Oakland and the CPRA in all interactions and activities.
  15. Perform other duties as assigned by the City Manager or other appropriate authorities.

Job Qualifications
  • Minimum Of 10 Years Of Experience In Law Enforcement, With At Least 5 Years In A Supervisory Or Leadership Role.

  • Extensive Knowledge Of California Public Records Act (Cpra) And Related Laws And Regulations.

  • Proven Track Record Of Successfully Conducting Complex And High-Profile Investigations In A Timely And Thorough Manner.

  • Strong Communication And Interpersonal Skills, With The Ability To Effectively Train And Mentor Staff.

  • Bachelor's Degree In Criminal Justice, Public Administration, Or A Related Field, With A Master's Degree Preferred.
