- Develop and implement strategies for managing the city's financial resources and debt portfolio.
- Monitor and analyze financial data to ensure the city's financial stability and make recommendations for improvement.
- Oversee the city's cash management, including daily cash flow projections, bank account management, and short-term investments.
- Manage the city's debt issuance process, including evaluating financing options, negotiating terms, and coordinating with external parties.
- Conduct financial analysis to assess the city's borrowing capacity and debt affordability.
- Ensure compliance with debt covenants, bond regulations, and other financial policies.
- Collaborate with other city departments and external stakeholders to develop and implement financial plans and policies.
- Provide regular reports to city officials and stakeholders on the city's debt and financial status.
- Stay updated on industry trends and best practices in treasury management and debt financing.
- Train and supervise staff responsible for treasury and debt-related activities.
- Foster a culture of transparency, accountability, and ethical practices within the treasury and debt department.
- Represent the city in financial meetings and conferences, as needed.
- Contribute to the overall financial planning and decision-making processes of the city.
- Ensure the security and confidentiality of financial information.
- Uphold the city's values and mission through all job duties and responsibilities.
Bachelor's Or Master's Degree In Finance, Accounting, Economics, Or A Related Field.
Minimum Of 7-10 Years Of Experience In Treasury Management, Debt Management, Or A Related Field.
Strong Knowledge Of Financial Markets, Investment Strategies, And Debt Management Principles.
Experience In Managing And Overseeing Large Portfolios And Debt Issuances.
Excellent Communication And Leadership Skills, With The Ability To Work Collaboratively With Internal And External Stakeholders.
